Abstract (English):
The modern system of organization of functioning of the economic complex of the region should enhance the efficient cooperation between business entities and as a result lead to increased regional competitiveness. Obtained innovative approaches to the construction and successful operation of territorial and sectoral integration associations, one of which is a cluster that operate on the basis of an effective strategic alliance, cooperation, business cooperation and collaboration, unified innovative program of advanced production and management technologies in order to increase the competitiveness of participating businesses subjects. The paper presents a comparative analysis of the cluster and territorial-production complex. The existing theoretical approaches to the study of economic nature on the basis of which the instrument cluster is proposed to form a cluster policy as a basic element and the organizational forms of spatial integration of production aimed at the development of relations between the economic entities of territories.
